The Penn State football team looks to continue stacking talent in the 2025 recruiting class. While Thursday was the first day since Saturday that the Nittany Lions did not earn a new commit, they still had positive news on the recruiting trail. As multiple recruiting experts logged predictions for wide receiver Jeff Exinor to commit to Penn State.
Jeff Exinor is set to announce his commitment on Friday, June 28 at 7 pm. He will be choosing between Maryland, Syracuse, Michigan State, Virginia Tech, and Penn State. The 2025 recruiting class member plays wide receiver and attends McDonogh School (Maryland). Currently, he is listed as the No. 1 wide receiver in the state.
According to the On3 Industry Rankings, Exinor is the No. 9 prospect in the state and the No. 52 wide receiver in the 2025 cycle (No. 349 nationally). On Thursday, the four-star wide receiver received an additional prediction to end up at Penn State. As Ryan Synder of On3 placed an RPM with 70% confidence. He holds other predictions from Brian Dohn of 247Sports who placed a crystal ball on June 11 and Sean Fitz of On3 who placed his RPM on June 12. All analysts agree that Penn State will be the likely landing spot for Exinor.

On Tuesday, it was expected that the Penn State football team would receive a commitment from Brandon Finney. A four-star athlete who is teammates with Jeff Exinor at McDonogh School.
However, Finney’s recruitment took a last-minute turn as he ended up making his commitment to the Oregon Ducks over Penn State. Earlier in the day on Tuesday, he received two FutureCasts to end up at Penn State. They were placed by Rivals insiders Dylan Callaghan-Croley and Marty Leap. However, Finney decided to head off west to play for the Ducks instead.
On3 lists Finney as the No. 1 ATH in Maryland. He is the No. 3 prospect in the state and a top-5 athlete in the country (No. 131 nationally). He has played both wide receiver and cornerback but projects as a CB at the next level.
