The Penn State football team took full advantage of the official visits to Happy Valley in June. The Nittany Lions secured nine commitments to boost the class ranking. 247Sports lists Penn State as the No. 7 2025 recruiting class nationally. Meanwhile, On3 ranks Penn State No. 13 in the country. As we head into July, the recruiting staff looks to keep the momentum going. However, it appears that ex-Nittany Lion defensive coordinator and current Virginia Tech head coach, Brent Pry, will slow down the recruiting efforts as ATH Matthew Outten has been predicted to end up with the Hokies.

Matthew Outten is an athlete in the 2025 recruiting class who is projected to play wide receiver at the next level. This is a position that Penn State is looking to build on with current commitments from Lyrick Samuel and Jeff Exinor. Outten wrapped up a busy couple of weeks taking official visits to Syracuse, Penn State, Virginia Tech, and Maryland.

The Portsmouth (Virginia) native ranks as the No. 6 player in the state and the No. 5 athlete in the 2025 recruiting class (No. 139 nationally) according to 247Sports. On Sunday, he received two predictions to end up at Virginia Tech to play for Brent Pry. The first came from Jeff Ermann of InsideMDSports and shortly after Tom Loy of 247Sports placed a crystal ball for Outten to end up at VT. However, on On3 Penn State still leads the way with a 37% chance to land the talented athlete.

His commitment is scheduled to take place at 3 pm on July 1st.

Wide receivers coach Marques Hagans has been able to secure two wide receivers thus far in the 2025 cycle. The first came from Lyrick Samuel on February 19. A three-star prospect who ranks as the No. 1 wide receiver in New York and the No. 1 prospect in the state. While only holding three stars national scouts have praised Samuel for his play style and potential.

Then, on Friday night the Nittany Lions earned a commitment from Jeff Exinor. While he made his commitment to play for Penn State, former QB target and current Maryland commit Malik Washington, has since attempted to persuade Exinor to Maryland. His efforts have not changed Exinor’s pledge at the moment. A four-star product in the 2025 cycle, Exinor is the No. 1 wide receiver in Maryland.
