Penn State football is now expected to flip its fourth target in the last two and a half months, and this time, it’s the most significant prospect of them all. James Franklin and the Nittany Lions are predicted to land 2025 five-star McDonogh (Maryland) cornerback and current Oregon commit Brandon Finney.

On3 Director of Recruiting Chad Simmons made the prediction early Tuesday morning. Finney is the No. 78 prospect in the country and the 10th-rated cornerback in the country in On3’s 2025 recruiting rankings. Last week, Finney was made a five-star by 247Sports and is now rated No. 29 overall (No. 5 cornerback). He is now the top recruit out of Maryland according to both outlets.

Brandon Finney was believed to be trending toward Penn State football before committing to Oregon in June. However, the standout corner stayed in contact with the Nittany Lions staff, visiting for the program’s last home game against UCLA on October 5.

James Franklin has been making the most of the 2025 recruiting class with National Signing Day less than two months away. Since the beginning of August, the Nittany Lions have flipped three 2025 prospects: linebacker Cam Smith (Duke), wide receiver Matthew Outten (Virginia Tech), and most recently, cornerback Josh Johnson (Louisville).

Penn State football would likely see a noticeable boost if Brandon Finney decides to pledge, as he would become the highest-rated Nittany Lion commitment. Currently, Penn State the No. 16 ranked class nationally according to On3.
