Penn State football makes PA native first offer from the transfer portal

The Pennsylvania native and top 10 transfer defensive lineman became the first player to publicly announce a portal offer from Penn State football on Tuesday.

The winter portal window has officially been open for less than 48 hours, but Penn State football is already moving on several of the top available transfer prospects. Today, we learned of one of the first players to officially earn a portal offer from the Nittany Lions: Louisiana Tech defensive lineman David Blay.

The redshirt junior took to social media on Tuesday afternoon to announce the update. Blay is the first player to go public with his Penn State offer.

Starting all 12 games for the Bulldogs, Blay was named an All-CUSA first-team selection this fall. He led Louisiana Tech with 6.5 sacks and 10.5 tackles for loss this season.

A former-three star recruit in the 2021 cycle, David Blay is a native of Levittown, Pennsylvania. He is currently ranked as the No. 94 prospect and the No. 9 defensive lineman in On3’s transfer portal rankings. Before joining the Bulldogs in 2023, Blay spent two seasons at West Chester.

“We’re moving [on the portal], and I’m pushing my staff to be very aggressive,” James Franklin said on Sunday. “The challenge that I don’t think a lot of people think about is, typically, when your season ends, and you’re in that time getting ready for a bowl game, you have time to sit down with all of your players and find out what’s going on: who’s coming back, who’s considering going into the transfer portal, who is going into the transfer portal. And a lot of those things impact your decision-making on who you’re going to try to go out and get to replace those guys with.”
